The Northern Virginia Veterans Association (NOVA Veterans) is pleased to announce the election of Rear Admiral Matthew Carter, USN (retired) as its new Board Chair. RADM Carter, a current Director of NOVA Veterans is assuming the role of Chair from MajGen David Bice, USMC (retired) who served as the chair for six years. MajGen Bice will remain active as a Director on the Board.
RADM Carter brings to NOVA Veterans decades of experience in the active-duty military rising from P-3C Orion pilot to Wing Commander, to ultimately serving as the Deputy Commander of the U.S. Pacific Fleet, responsible for a fleet of approximately 200 ships and 144,000 people. He has been deeply involved across his illustrious career in leading efforts and programs supporting military families and veterans.
Following his retirement from the U.S. Navy in 2019, RADM Carter joined Booz Allen Hamilton and lead its operations in the western Pacific for three years. He recently returned to Virginia. He also volunteers on the Board of Directors for the Maritime Patrol Association and is a member of the Japan US Military Program. RADM Carter earned a Bachelor of Arts degree in English from the Virginia Military Institute and his master’s degree in National Security and Strategic Studies at the Naval War College.

His devotion to the task coupled with a firm grasp of strategic outlook for our mission ensures a bright future for our mission. We, of course also thank General Bice for his long and faithful service and greatly appreciate his continuation of service on our Board.
The Northern Virginia Veterans Association is a one-stop nonprofit, that supports and coordinates care and services for our most vulnerable military veteran populations (e.g., elderly, minority, low income, health challenged, underserved), at no cost. Resources include urgent needs, healthcare, veteran’s benefits, food, transportation, housing, and legal aid to enhance their quality of life.
